China Environmental United Certification Center (CEC), founded in 2002, is a comprehensive certification organization. Its establishment was approved by the former State Environmental Protection Administration, and authorized by the National Certification and Accreditation Administration of the People's Republic of China.
CEC specializes in green and low-carbon certification and evaluation as its core strengths, and prioritizes key areas of ecological and environmental protection. Through market-based approaches, it promotes the adoption of green production and lifestyles, contributing to the achievement of carbon peaking and carbon neutrality goals.
CEC actively promotes a range of certification and evaluation services, including China Environmental Labelling Product Certification, Green Product Certification, and Carbon Certification. It also provides technical services related to climate change, carbon peaking, and carbon neutrality. In addition, CEC is expanding the construction and innovative practices of the "waste-free and low-carbon" initiatives across regions, industries, parks, and enterprises. It serves as a key technical driver of green, low-carbon development in consumption, and acts as a core technical think-tank in response to climate change.
As a pioneer in green product certification in China, CEC carried out China Environmental Labelling certification in 1994. Over the years, it has achieved numerous milestones, including accreditation by the China National Accreditation Service for Conformity Assessment (CNAS) and the first DOE qualification for the United Nations Clean Development Mechanism (CDM) in China. It is also among the first validation and verification organizations for China Certified Emission Reduction (CCER) approved by the Certification and Accreditation Administration (CNCA). Other notable recognitions include approval as the third-party verification body for the Environmental Product Declaration (EPD) platform of China’s iron and steel industry by the China Iron and Steel Association (CISA), and authorization as the zero-carbon factory evaluation service provider by the China Energy Conservation Association (CECA). Furthermore, CEC is accredited as an international AA1000 sustainability verification body.
CEC holds influential positions in various organizations, including as the executive member unit of the China Certification and Accreditation Association (CCAA), the vice president unit of the China Association for Consumer Products Quality and Safety Promotion (CPQS), the member unit of the China Energy Conservation Association (CECA), and the secretariat of the Sustainable Consumption and Production Committee of the China Society for Environmental Sciences. It has led or participated in dozens of national and provincial projects and tasks, publishing nearly 200 national and industrial standards. CEC is recognized as a high-tech enterprise and a "Specialized and Sophisticated SME" in Beijing.
On the international front, CEC is a Co-lead organization of the One Planet Network Sustainable Public Procurement Program (SPP) of the United Nations, and serves as a Board member of the Global Ecolabelling Network (GEN), and the secretariat of the International Green Purchasing Network (IGPN). It actively engages in global cooperation, enhancing the international competitiveness of China's products.
CEC has always been actively responding to the government's advocacies and policies by providing high-tech and professional services of certification and evaluation, and has offered important technical support to ministries and local governments, becoming a key driver in implementing green development. The certification of Environmental Labelling has become an important reference for implementing related policies such as the national green procurement and green upgrading of the printing industry.
