China Environmental United Certification Center Co., Ltd. (hereafter as CEC) is a professional third party certification body approved by the former State Environmental Protection Administration of the PRC, and accredited by Certification and Accreditation Administration of the PRC (hereafter as CNCA). CEC continuously develops low carbon certification and assessment technologies and expands low carbon certification and assessment activities, providing technical support for government, industry and enterprise low-carbon and green transition.
In March 2009, CEC was accredited and qualified as the CDM designated operational entity (DOE) by the UNFCCC, being the first Chinese DOE with 1-15 CDM sectoral scopes qualification, to provide GHG validation and verification/certification services all over the world. CEC has completed the project registrations and emission reduction issuances for more than 400 CDM projects in China, Vietnam, Laos, north Korea etc., these projects are distributed in hydropower, wind power, biomass energy, CMM, biogas, waste heat utilization and PoA projects. The cumulative emission reductions were more than 40 million carbon dioxide equivalent and worth several billion yuan. The performance CEC ranked higher among global DOEs accredited in the same period.
In 2010, CEC obtained the qualification of the designated validation and verification body by international VCS and WCD scheme.
In September 2011, CEC was jointly approved by the Ministry of Finance and the former National Development and Reform Commission as one of the first batch of national third-party for energy saving audit. Then CEC launched energy-saving audit for Energy-saving technical renovation project and energy performance contracting projects across the country. In November 2011, CEC was authorized by Shanghai Municipal Commission of Economy and Information as one of the audit body for energy performance contracting in Shanghai. Until now, CEC has completed audits for more than 200 national and local energy saving and energy performance contracting projects.
In 2012, CEC initiative to establish Asia Carbon Footprint Network between Sino-Japan-Korea, then joined the Network as one of the founding members.
Since 2013, CEC has successively obtained the qualification of third-party verification agency for ETS market in Beijing, Shanghai, Guangdong province, Hubei Province and other provinces and cities, to carry out GHG emission verification of key emitters. At present, CEC has provided GHG emission verifications for more than 4000 key emitters in China
Approved by NDRC in August 2013, CEC has been designated as the independent third-party entity for validation and verification of China Certified Emission Reduction programme (CCER), with the qualification for 1-15 CCER sectoral scopes. CEC has submitted over 600 requests for registration and over 100 requests for issuance. CEC completed the first domestic CCER validation, the first CCER verification, the first CCER forestry carbon sequestration project, the first CCER forestry management carbon sequestration project, the first CCER project in transportation sector and made outstanding contributions to the rapid development of national CCER.  
CEC provides services on carbon inventory, carbon footprint and carbon neutrality. At present, based on ISO14064-1, ISO14064-2, PAS2050, PAS2060 and other standards, it has provided technical support for more than 400 enterprises to control greenhouse gas emissions.
CEC is a national high-tech enterprise to provide technical support in the fields of sustainable consumption, environmental labeling, government green procurement, green supply chain, energy conservation and environmental protection industry and low-carbon product certification. In recent years, CEC has undertaken more than 50 scientific research projects supported by World Bank, ADB and EDF etc.
After years of development, CEC has a professional and efficient energy-saving and low-carbon certification and evaluation team, with more than 60 greenhouse gas auditors and more than 30 technical experts from various industries. CEC has become a trusted third-party certification body for environmental protection, energy conservation and carbon reduction.
